§ 4-26  Council committees.

A.  The Council committees (Finance, Police, Fire, Municipal Services, Recreation and Legislative) shall consist of three members of the City Council appointed annually by the Mayor at the first City Council meeting to be held in the month of January. The Mayor shall stipulate the Chairperson of each committee. The Manager, when he or she deems it necessary, may appoint subcommittees of non-Council members to assist the various Council committees.

B.  Each committee shall function as a separate standing committee, working in an advisory capacity to the Manager. Each committee shall study, advise and recommend to the Manager on all matters of policy pertaining to its committee appointment. Each committee shall report to the City Council as a whole, either through itself or the Manager, relative to any studies, with its recommendations as requested by the City Council.

§ 68-1  Terminology.

All bylaws passed by the City Council shall be called ordinances.

§ 68-2  Adoption procedure.

A.  All ordinances shall be presented at City Council meetings. An ordinance, when presented, shall be read a first time in its entirety, except for a general revision or by unanimous vote of the Council. An ordinance may be revised or amended after its first reading and may be sent to the Legislative Committee of the City Council for its recommendation, which Committee shall issue its recommendation at the next regular Council meeting. Before its passage the ordinance must be read a second time but may be read by title only.

B.  An ordinance may be passed at the meeting at which it is presented for its first reading if all Council members present and voting approve it for first and final reading unanimously. In such case, no recommendation from the Legislative Committee shall be necessary. Lacking such approval, no ordinance may be passed until the next meeting of the Council after the first reading. An ordinance may be amended after the second reading. Ordinances may be introduced or passed at both regular and special Council meetings.
