Curbside Collection:

Positive Benefits Recognized by changing to automated collection:

            a.  City has gone from a 5-day per week to a 3-day per week pick-up schedule

            b.  Very noticeable difference in visual appearance of the City on trash collection days.

            c.  Residents really like the program.

            d.  Collection is done more efficiently.

            e.  Reduction in City’s Workers Compensation insurance by $1,384.

            f.  Improved worker safety.

 

Other Facts:

            a.  We are at about 90% compliance.

            b.  Multi-family homes continue to be the greatest challenge.  Eventually, we will be

                        removing containers from multi-families, due to non-compliance.

            c.  The City has had no loads of single stream recyclables rejected due to contamination.

            d.  New trucks have not missed a day due to mechanical issues.

            e.  Initially, we were getting wind-blown litter from the recycling truck, but have greatly

                        reduced this.

            f.  Placement of containers by residents improves weekly.

            g.  Residents are putting out containers that are less that ½ full and are encouraged to place

                        out full containers.

            h.  We continue to adjust container sizes and make deliveries to residents as needed.

  

Transfer Station:

In addition to Single Stream Recycling drop off at the Transfer Station, we have recycled other items:

            a.  16 tons of Electronics

            b.  7 tons of Tires

            c.  95 tons of Metal

            d.  649 tons of Demolition Material

 

Since purchasing the Hooklift and hauling our own containers, we are saving $61 per ton on disposal of demolition material.

            649 ton @ $61 per ton = $39,582 savings over a 49-week period.

               and will be informing them that the City will be Removing City owned containers from multi-families, due to non-

               compliance.

Note:  Savings/Cost Avoidance- is defined as what the City has saved this year contrary to what it would have cost the City if we had not implemented the new programs of hauling our own demolition materials and the implementation of new recycling program back on April 19, 2010.   There is a minimal per ton cost for delivery of the City owned demolition containers to Bestway Disposal in Belmont for trucking/fuel etc. that is not calculated in.  Also, due to fluctuating recycling market conditions, there is about a 12 week period in September through October that we were paying a $6.00 per ton fee on the Recyclables delivered to Bestway in Belmont.  This has now dropped to $2.00 per ton and is expected to go back to $0.00 per ton shortly.   

 

Curbside Packet Cover Letter

To the Citizens of Franklin,

In April 2008 City Staff informed the Mayor and Council that significant increases were projected relating to the City’s solid waste collection and disposal budget.  At the time we were paying $38 per ton to burn our solid waste at the Wheelabrator Trash to Energy Facility.  Over the past two years our disposal cost has now risen to $62.50 per ton and expected to increase again in December of 2010 to $70.  The net effect thus far is a $154,000 increase over these past two years!  Match this with the need to replace our two aging rear load rubbish packers and the eventual construction of a regional recycling facility to be built by the Concord Regional Solid Waste/ Resource Recovery Cooperative and it becomes clear that there is a lot of potential for the City to not only save money but participate in various alternatives which are currently available to us.  In order to do this, changes need to be made.

Realizing we had to position ourselves to take advantage of various options, City Council was presented with a new concept, “Automated Containerized Curbside Collection of Trash and Single Stream Recycling.”   In August of 2008 the City Council directed staff to move forward towards developing a program for eventual implementation.

Presently the Municipal Services Department is in the process of replacing its two refuse packers with two new automated side load collection trucks along with the specialized containers needed to pick up curbside trash and recyclables.  On your scheduled curbside collection day one truck will be picking up your trash and the other your recyclables using the two designated containers which will be provided to you by the City.  We are able to add the service of curbside recycling because each truck only takes one person to operate versus the current method which requires two to three people. 

In July of 2009 upon approval of the current budget by City Council, City Staff, Municipal Services Committee and Ad-Hoc Recycling Committee have been hard at work gearing up for the April 19, 2010 startup date when the new service becomes effective.  Single Stream Recycling has already been implemented at the Transfer Station effective March 9, 2010.

During many presentations and public outreach efforts by the Recycling Committee, there has been overwhelming support and enthusiasm expressed throughout the City for this new program.  Our goal for year one is to recycle 50% of the trash that we currently burn.  If we can accomplish this we can save at least $125,000 in the first year because we will be diverting our burnable trash at a cost of $62.50 per ton to recycling our trash at almost a $0 cost per ton.  In order to meet, or better yet exceed this target goal, we are asking every one to read this packet and follow the guidance provided within.

There is little question that the first few months of our new program will be a challenging/learning experience.  Through this adjustment period there will be some things that may need to be worked out and we are asking for your patience and flexibility as we make this transition.  Should you have any questions City Staff and the Recycling Committee are available to speak with a group or you individually.  On Saturday April 10, 2010 the City Municipal Services Department will be conducting an OPEN HOUSE at the City Garage located at 43 West Bow Street between 10 A.M. and 2 P.M. rain or shine.  This will give everyone the opportunity to see all of the construction equipment that the City owns and learn more about the Municipal Services Department.   

Please note that beginning April 6th two containers will be delivered to every home and multi unit residence with six units or less.   On the week of April 19th, begin to use these containers placing all or your recyclables LOOSE and UNBAGGED into your GREEN LID RECYCLING CONTAINER and your BAGGED TRASH into your GREY LID TRASH CONTAINER.

Solid Waste Summary

The Why and What of Franklin’s Solid Waste Ordinance

The cost of collecting and disposing of solid waste continues to rise and impact the operating budget of the City of Franklin.  After 18 months of review by the City Council and staff, the City is embarking on a new program to manage and dispose of solid waste generated by residents and businesses in the City.  Franklin is showing strong leadership by implementing a mandatory single-stream recycling program that will make it easy and convenient for property owners to recycle a wide range of items and help save money for the City at the same time.  The new Solid Waste Ordinance, adopted by the City Council in December of 2009, provides for the following:

   Ø  Mandatory recycling for all single and two-family homes and residential buildings with 6 units or less.

   Ø  The recyclable items can be mixed together to eliminate the need for residents to separate the items at home.  This is called single stream recycling.

   Ø  The City will provide each residence or building with properly sized containers to be used for both the recycled materials and the regular trash.

   Ø  The trash must be bagged and then placed into container with the gray lid.  The recyclable materials must be placed loose into the container with the green lid.

   Ø  On your solid waste collection day you will wheel the containers out to the street or curb area [with the handle facing the home] so that they can be picked up by the new automated city-operated trucks.

   Ø      Mandatory recycling will be carried out in all city-owned buildings including the schools.

Since the City is establishing a mandatory recycling program, each resident and participating business will need to do their part in helping to make this program work efficiently.  For properties that are having a hard time following the simple procedures, the Ordinance allows:

ü   Two Courtesy Notices to be issued when certain items are not authorized for curb side pick-up or when a property owner is not separating the recyclables from the regular trash.

ü  After the Courtesy Notice, a formal Notice of Non-Compliance would be issued, which could lead to a discontinuation of service.

It is not the goal of the City to punish residents and property owners for failure to comply with the procedures in the Ordinance.  But the effectiveness of the overall solid waste program suffers if, for example, trash is mixed in with the recyclables.  To help everyone become familiar with the procedures the City will work closely with the schools, civic organizations and all interested residents to educate and inform everyone on the easy steps that need to be taken to maximize the amount of recycling the City can accomplish together.

A few other important things to remember:

v  The Transfer station will remain open for residents and property owners to dispose of their recyclables and regular trash, with mandatory recycling in effect.  As is the practice today, other items such as construction debris, appliances, and electronics may be disposed of at the Transfer Station but are subject to a disposal charge.

v  All residents need to work to keep the containers in good shape and use the lids provided to keep rain and animals from getting in.  Treated well, the containers will last for many years.  If the recycling or trash containers are damaged, any repairs will be carried out by the City.  If the damage is a result of misuse or neglect then the City may issue a Notice of Non-Compliance and require that any future repairs be paid for by to the property owners.

The City of Franklin has worked hard to develop this recycling and collection program.  The rules for making it a success are simple and easy.  If everyone works together then this program can become a model for other communities around the state.  Please call the Municipal Services Department at 934-4103 with any questions.  The City Council and staff thank you for your anticipated cooperation.

HOLIDAYS -- For all Holidays:  If your collection day happens to fall on a Holiday, your trash and recycling will be picked up the next day.  This includes the Friday after Thanksgiving.  If, for any reason, your container(s) are not picked up (unless they are tagged with a courtesy notice) leave them out and they will be picked up the next day.

Trash and Recycling Collection

 

Beginning April 19, 2010, the City will begin a new curbside program of automated trash and recycling collection.  In order for these items to be collected curbside, the property owner will be required to separate recyclables from trash and place these items in two (2) separate containers provided by the City.  Residents not wishing to utilize City curbside trash and recycling collection should complete the form below and return it to Franklin Municipal Services Department, 43 West Bow Street, Franklin, NH  03235 by March 25, 2010.

 

Declining curbside service at the present time does not mean a homeowner will not be able to initiate this service at a future date.  In order to initiate service at a later date, call 603-934-4103 to request trash and recycling containers.  Please note that beginning April 19, 2010, the Transfer Station will also require that your recyclables be separated from your trash.

These items are regulated by federal & state laws and cannot be disposed of in curbside collection or at the Transfer Station. The City does have a free Hazardous Waste Collection Day on the last Saturday of July where a number of these items are accepted.
Ammunition, Anti-freeze, Asbestos, Chemicals, Explosives, Fertilizers, Fuels (gasoline, diesel, kerosene), Oil Based Paints, Paint Thinner,  Pesticides, Pool Chemicals, Radioactive Materials (smoke detectors), Sealants, Stains, Unused Medications.

These items are regulated by local ordinance, can NOT be disposed of at the curbside and MUST be brought to the Transfer Station.  Some of these items have disposal fees.
