City Manager Position

Franklin, NH (8,700).  City Manager.  Salary ($70k - $85k), plus competitive benefits. DOQ/E.  Three Managers since 1990.  Nine (9) Member City Council and Mayor.  $22 million dollar budget (includes schools); 85 FTE, 30 seasonal employees.  Full service community located 20 miles north of the state’s capital Concord, NH.  Franklin is ideally located in the Lakes Region offering easy access to year round outdoor recreational activities and regional destinations such as the city of Boston.  Franklin is experiencing modest growth and is seeking to promote investment in its historic downtown and industrial park.  Current manager moving to a larger community and departing on good terms.  Leaves an outstanding team of stable and capable department leaders.   Preference will be given to ICMA Credentialed Managers and applicants holding a Master’s of Public Administration degree or equivalent.  Require a bachelor’s degree with five years or more of progressively responsible management service with a full-service municipality.  Applicant must demonstrate strong management capability both in terms of team development and ability to tackle problems and recommend solutions.  Applicant must possess a positive attitude, be collaborative, have a strong municipal finance background, economic development experience, and ability to promote and stimulate positive community relations.  Appointed and reports to the City Council.  City application can be obtained online at www.franklinnh.org.  Letter of interest and resume to City Manager Search Committee, 316 Central Street, Franklin, NH 03235.  Open until filled, with a first review deadline of February 22, 2008.

 

CHIEF OF POLICE

The City of Franklin seeks a seasoned law enforcement professional to become its next Chief of Police.  The City requires a progressive law enforcement leader who is capable of guiding the police department through the challenges of servicing a dynamic and growing community located in accessible central New Hampshire.

The Police Chief is a full-time, department head position responsible for supervising, directing, and managing all administrative and technical aspects of the Department.  The Chief of Police is accountable for the effective delivery of police services and oversees the daily operations of the four police divisions.  The Chief of Police reports directly to the City Manager and must be capable of developing positive relationships with employees, city officials, and the public.  The City requires a collaborative and accessible Chief who fosters an environment where safety, teamwork, and public responsiveness are paramount.

Successful candidates will possess in-depth knowledge of law enforcement administration and services.  Bachelor’s degree in Criminal Justice or related field from an accredited college is strongly desired.  Certification by the New Hampshire Police Standards and Training Council (or transferable certificate) with ten years of progressively responsible experience in law enforcement and four years of senior supervisory experience required.  The City of Franklin offers a competitive benefit package.  Salary DOQ/E.  A detailed job description is available upon request and confidential telephone inquiries are welcome at (603) 934-3900.  Please direct a cover letter, resume, and at least five references to Rodney H. The most important requirements are the willingness to learn and attend all meetings.

Meetings are generally once a month.  Planning usually meets 2 times a month.

All board and commission members are required to be residents of Franklin.

Zoning Board of Adjustment (ZBA) – hear & decide appeals in enforcement of the zoning ordinance 

Planning Board – prepare & amend master plan, recommend amendment to the zoning ordinance or map, “carry out purposes of RSAs”.

Heritage Commission – Mission is to Inventory, Preserve, Protect, and Promote the History, Heritage, and Historic Resources of  Franklin, New Hampshire.

Necessary for appointment - knowledge of local history, architecture, preservation and/or business (or willingness to learn) & willingness to put in some additional hours.  

Highway Safety CommitteeMeets to determine city action for our roads.  Ex: Is a stop sign needed, does a speed limit need to be changed, do we need an additional crosswalk, etc.
