Administration oversees the ongoing
operation of the entire department. It ensures compliance with respect
to local, state and federal laws; prepares and administers the MSD
budget, responds to inquiries and requests by the public; purchases
equipment, services and materials; establishes daily and seasonal work
schedules for City personnel and hired contractual help; coordinates and
assists in planning with the New Hampshire Department of Transportation,
the Lakes Region Planning Council and the Franklin Planning Board; and
works with other City Departments on numerous activities.
The City has three public
water sources from which five tanks are filled. Approximately
two-thirds of the City is served by municipal water along with
an estimated 300 hydrants for fire protection. The MSD takes
monthly water samples from eight different locations in Franklin
on a continuous basis. The MSD performs repairs to City water
lines when needed.
Water meters (5/8”) are
supplied to customers. Water usage is billed in cubic feet and
on a quarterly basis. Effective July 1, 2006, the water
fee is $20.00 per quarter for an availability charge plus $3.19 per 100
cubic feet of water. The availability charge increases as
the size of the meter increases.
The City has the following
charges: $2,500.00* for an initial 5/8” water hook-up (permit
required); $200.00* for the replacement of a 5/8” frozen water
meter; $50.00 for a water meter test, $30.00 for the turning on
and off of water during normal working hours (7 am - 3 pm Monday
through Friday); and $50.00 for the turning on and off of water
outside normal working hours. Final water meter readings (when
a house is being sold) require a 48-hour notice. If a 48-hour
notice is not given, the customer is subject to a special charge
of $40.00.
*These costs will increase
as the size of the water meter increases. These costs are also
effective July 1, 2006.
The MSD operates
and maintains the sanitary sewer system and performs repairs to City
sewer lines when needed. Approximately two-thirds of City streets have
sanitary sewer available. Effluent is received and treated by the
Winnipesaukee River Basin Treatment Plant.
Sewer rates have changed effective July 1, 2006. Sewer is billed
quarterly with the water and is based on the water usage. The sewer fee
is $20.00 per quarter for an availability charge plus $2.78 per 100
cubic feet of water.
As of July 1, 2005 there is a Sewer flat
rate fee for non-metered customers. In addition to the
base rate charge ($20.00)there is a flat rate fee of 2000 cubic
feet per quarter for a single-family home up to and including
two bedrooms. There is an additional fee of 500
cubic feet per quarter for each additional bedroom over two
bedrooms. (Ex: A three bedroom home would be billed 2500
cubic feet plus the base rate. A four bedroom home would be
billed 3000 cubic feet plus the base rate).
Please Note: The cubic foot disposal
charge will be by the 100 cubic foot interval. The charge
per 100 cubic feet will be the same as that of the metered
customer.
