Per RSA 654:12,
Any person wishing to
register to vote must come to the City Clerk's
office and show proof of:
1. Citizenship;
2. Age; and,
3. Domicile.
At that time they will be
asked to fill out a
voter registration form.
You may fill out the form, print it and submit it to the
City Clerk's Office in person with identity proofs above.
To acquire an
absentee ballot you must request one from the
City Clerk, Cynthia Hallberg, in writing. Cynthia
Hallberg, City Clerk, City of Franklin, 316 Central Street,

Any person who is absent on
the day of any state election from the city in which he is
registered to vote or who cannot appear in public on any
election day because of his observance of a religious
commitment or who is unable to vote there in person by
reason of physical disability may vote at such election as
provided per RSA 657:1.
An application form for an absentee ballot shall be mailed
or delivered to any person who applies therefore to the city
clerk. It shall be filled out by the applicant and
sent to the city clerk in which he/she desires to vote.
Alternatively, a person may apply for an official absentee
ballot by sending to said clerk a written statement
containing the information required for that election per
RSA 657:6.
In any election, the city clerk shall not accept any
completed absentee ballots delivered to the clerk after 5:00
p.m. on election day.

All dogs three (3) months old and over
must be licensed in the City of Franklin by April 30th of each
year. Please bring rabies certificate at the time of
application. If your dog has been spayed or neutered,
please bring in a copy of the spaying or neutering certificate
as well. Failure to comply will make you liable to a
penalty of $25.00 if dog is not licensed by June 1st. (RSA
466:13) You will also be responsible for a penalty of
$1.00 for every month overdue.

Property taxes are billed semi-annually.
The first issue is mailed out in May and is due July
1st. The second issue is mailed out in October and is due
December 1st. Delinquent tax bills will accrue interest
every day past the due date.
The current tax rate is $18.04 per thousand. The equalization
rate is 93.90%.

Abatement Applications must
be filed AFTER the 2nd half bill is issued (Fall Bill) and PRIOR
to the following March 1st.

In accordance with RSA 126:14 in order
to have access to a record an applicant shall have
"direct and tangible interest" in the requested record.
"Immediate family" having direct and tangible interest
shall include mother, father, son, daughter, brother,
sister, husband, wife, grandfather, grandmother,
grandson, granddaughter, great-grandmother,
great-grandfather, great-grandchildren, guardian,
step-parents, step-children, aunt, uncle, nephew and
niece of the registrants or any spouse of a divorced or
legally separated person or person whose former marriage
has been annulled, in the case of divorce, legal
separation or annulment records. It shall not
include cousins. A person covered by any one of
the above categories qualifies for access to the vital
records.
The natural parents of adopted children,
adopted outside of the immediate family, when neither
has custody, shall not be considered to have direct and
tangible interest.
Whenever it shall be deemed necessary to
established an applicant's right to information from
vital records, the state registrar or local registrar
shall have the authority to require written application,
positive identification of the applicant, or a sworn
statement in accordance with applicable statutes and
rules.
Requesting Records by Mail
When requesting a vital record by mail a photo
copy of valid picture Identification or a passport must be sent
to the City of Franklin as well as the payment for the request.
