The Department is a combination fire department with both career and paid call members that provide emergency services to the citizen of Franklin from our central station.  Franklin, New Hampshire is located in the Lakes Region of central NH and is 29 square miles with three rivers, a lake, a moderate sized industrial park, a local 50 bed hospital, a downtown district and a number of neighborhoods (from mid 1800’s to today).  The Department currently holds an Insurance Service Organization (ISO) fire protection rating of 4/9.  Approximately two-thirds of the community’s area and greater then three-quarters of its population is covered by a municipally operated water system.  We provide our services from one of five divisions: Administration, Fire Suppression, Rescue & EMS, Fire Alarm, and Fire Prevention & Inspection.  We are also proud members of the Lakes Region Mutual Fire Aid Association (mutual aid & dispatching) as well as the Central New Hampshire Hazardous Materials Response Team (Level A-D hazardous materials response) in furthering our effort to provide you the highest level of service.

Administration
The Administration division is responsible for the overall management of the fire department. It consists of the Fire Chief, Deputy Fire Chief and a Secretary. The Fire Chief is responsible for the overall management of the department with immediate supervision of the Administration, Fire Alarm and Fire Prevention & Inspection divisions. Duties include planning, budgeting, purchasing and response to emergency calls as needed. The Fire Chief also serves as the City’s Emergency Management Director and reports to the City Manager.

The Deputy Fire Chief is responsible for the day to day operations of the department with immediate supervision of the Fire Suppression & Rescue/EMS divisions which currently includes 12 career and 30 call members. Duties include training of personnel, care & maintenance of apparatus/equipment, Quality Assurance and Inspection, and responds to fire and EMS calls as needed.

The secretary is responsible for the office operations of the entire department.
Fire Suppression

This division is charged with extinguishing fires and protecting life and property against fire and hazardous materials.  This division’s apparatus consists of three engines, one ladder platform, and one utility vehicle.  The personnel within this division are the same that perform Rescue/EMS functions and consist of a shift captain and two firefighters per shift 24 hours a day, 365 days a year.  A current Fire Call Force of 24 members.

Rescue/Emergency Medical Services

This division is charged with emergency rescue, ambulance, and first responder medical services for the injured and ill of Franklin.  This division’s apparatus consists of one ambulance, one heavy rescue truck, and one boat, supplemented by a current EMS Call Force of 6 Members.  We currently have four Emergency Medical Technicians-Paramedics (EMT-P) on staff.  This level of care can increase an individual’s chances of survival in a life threatening injury/illness by bringing additional life saving treatment options into the field for pre-hospital delivery.  The department has also been gearing up to add to its technical rescue capabilities.  Through the generosity of the Raymond & Betty Turcotte Memorial Rescue Squad Trust Fund (donation of an estate) we have begun an ambitious program to increase our training and equipment to provide additional capabilities in the following rescue disciplines: swiftwater/ice, confined space, above/below grades, building collapse/trench, industrial/farm/unusual vehicle.

Fire Alarm

This division is responsible for the care and maintenance of the municipal fire alarm signal system which was established in 1896.  The staffing is part-time and is filled by off-duty personnel when needed.  Currently they maintain approximately 100 fire alarm boxes, of those 50 are master boxes, which protect most of the City’s municipal buildings, largest employers and other larger properties.  The system is comprised of alarm boxes, miles of wire and a control panel which receives the transmission of the activation and repeats it to both the fire and police stations for an immediate notification of emergency personnel. The every other month testing of the entire system is provided by on-duty suppression personnel.  This division also assists the Municipal Services Department with aerial work for the City’s six controlled traffic control intersections and tree trimming operations when requested.  There is one bucket truck assigned to this division.

Fire Prevention and Inspection

This division is responsible for a wide array of inspection services for the City’s Fire and Health departments.  This office is providing inspectional services for the fire department for life safety, place of assembly and other fire prevention codes.  This office is responsible for the enforcement of the property maintenance code and the enforcement of the building codes and building permit field inspections for the Planning & Zoning department.  This Division has two employees (one full-time and one part-time).  This office is also responsible for health officer duties.
