Franklin’s automated curbside pickup program for trash and recyclables is scheduled to begin on April 19th. New trash and recycling bins will be delivered to residents during the first two weeks of April. The following is a list of Frequently Asked Questions about the new program: Q. How far apart should my bins be placed? A. Please place bins at least 5 feet apart to allow room for the “claw” to reach around and grab each one. Q. Can I Recycle Styrofoam? A. Styrofoam is NOT recyclable in our program, even if it has a recycling symbol (commonly with the #6). Q. Can I Recycle Plastic Shopping Bags? A. Plastic Shopping Bags are NOT recyclable in our program, even if they have a recycling symbol (commonly with the #2 or #4). Please return Plastic Shopping Bags to their point of origin. Most grocery stores, along with many other retailers, now have Plastic Bag Recycling Bins located near the entrance of the store and will accept all recyclable bags. Another option is reusable shopping bags which are now widely available. Q. If I need bigger, smaller or another Recycling container, how can I get one? A. Contact Municipal Services, at 934-4103 and they will be happy to assist you. Q. Does the same truck pick up the recycling and the trash? A. No, there are two separate trucks, one for recycling and one for trash. They will come to a residence at different times, so if your trash has not been picked up, but your recycling has, don't worry, the other truck will be out to get the recycling. Q. How much is this program going to cost us? A. There will be no direct costs to the residents of the City. This is not a “Pay As You Throw” program. All costs for the program are included in City taxes. As for any additional or incremental cost to the City to implement this program, because of increasing “Tipping Fees” for trash to be incinerated and the present need to replace aging trucks, there will not only be no additional costs but actually savings in the future. Q. Will this program save me money on my taxes? A. No, the tax-cap largely determines the property tax rates, but long term the savings may allow the money that would otherwise cover the increase in the trash disposal fees to be used elsewhere. The current cost of city trash disposal (“Tipping Fees”) is $62.50/ton and is scheduled to increase to $68/ton for 2011 (the rate was $45/ton for 2009). Under the new plan, the final cost for disposing of recyclables is $0.00/ton. If we reach our goals, the new program will save the city $125,000 in the first year. Q. Do I have to pay for the bins? A. No – All city residences will receive two collection bins: one for trash and one for recyclables. Q. Where am I going to store these huge bins? A. The bins should take up the same space as two large plastic trash cans and because to their shape and construction are very easily stored, both inside and outside. Q. Can residents put their address on the bins (stencil, sticker-letters)? A. Yes, as long as bins are not damaged and any City applied identification is not covered or altered. Q. I have a long or steep drive, how do I get my bins to the roadside? A. The bins have two large wheels and have very sturdy handles making them much easier to move than conventional cans and requiring fewer trips to the roadside. Q. How will this work at apartment complexes? A. Rental and condominium complexes with six units and less will continue to be serviced by the city and will be issued fewer bins of a larger size than individual residences. Larger complexes will continue to be served by commercial trash haulers. The same requirements for separating trash and recyclables will exist for these residences if this refuge is brought to the Franklin Transfer Station. Q. Can Businesses participate in the recycling program? A. Yes – All businesses will have the option of bringing their recyclables to the Transfer Station free of charge. Small businesses, if currently being serviced by City pickup, will be treated much like individual homes. All refuge brought to the Transfer Station will be subject to the recycling requirement. Q. “Mandatory” – Does this mean that I have to recycle? A. Yes. Recycling saves money and the environment. By keeping as much recyclable material out of the incinerated trash stream, the City saves money (Current saving is at least $50.00 per ton). As for the environment, recycling is simply the most socially responsible thing to do. Q. Are there other items that I can recycle other than single stream items? A. Yes, there are many items that must be brought to the transfer station for disposal and recycling with some having disposal fees. Some of these are listed below. For more information on alternate recycling and disposal of items not collectable at the curb contact the Transfer stations or go the city Website i. All Appliances, all types of Batteries, Clothing and Shoes, Construction/Demolition Waste, Fluorescent light bulbs, Electronics, non-household Metal items, Motor oil, Tires, Propane tanks and outdoor grills, Yard waste. Q. Can I still bring my trash to the Transfer Station? A. Yes, but recycling will be mandatory and the setup of the Transfer Station will change. All refuge brought to the Transfer Station must be sorted into trash and recyclables. There will be no limit or fee for homeowners for the dumping of regular trash and recyclables.
